FROM THE PRESIDENT 

Making progress . . .
            The CCCAOE Board has been working hard to change itself from the inside out and the outside in. The words of the Red Queen to Alice often pop, quite unbidden, into my mind: "Now here, you see, it takes all the running you can do, to keep in the same place. If you want to get somewhere else, you must run at least twice as fast as that!" I am happy to report that your Board members are extremely fleet-footed, and progress is being made. Our bylaws have been re-written; policy and procedure laid down for successive Boards to follow and improve upon; our members are active with other organizations and Boards; we provide testimony when called by the legislature and are even sponsoring legislation! Service on the Board is a tremendous opportunity for personal and professional growth. I encourage all members to consider serving and invite you to any of our Board meetings as our guest. Now - to business, what's new this quarter??
 
Based on the outcomes of the strategic planning breakouts at the Spring 2009 Conference, CCCAOE has initiated a series of stakeholder discussions focusing on strategies to improve the quality and delivery of Career Technical Education and Economic and Workforce Development programs. In these difficult budget times, CCCAOE is committed to advocating for, promoting, and improving these programs so that the Legislature will ultimately deem them worthy of further augmentation. In addition to direct advocacy for all programs of the community colleges, present efforts include conversations about strengthening our regional networks to meet the needs of colleges, business, industry, and the workforce. 
 
In addition to advocating for our programs, CCCAOE is pleased to announce that this year we will sponsor legislation by Assemblymember Paul Fong (D-Cupertino). AB 1903 proposes the creation of a website to be hosted by the Employment Development Department and piloted in selected rural, suburban and urban areas. Regionally focused, the website will seamlessly link job seekers with available career opportunities in their current field, provide reference to other industries/opportunities with comparable skill sets, both of which will be linked to necessary career technical education community college course offerings that will develop or improve job skills. Additionally, our liaison to CCLC is working with the League's Advisory Committee on Legislation and has been assisting with language for AB35 that will ensure a lead role for community colleges in the development of a state plan for workforce development.

SPRING 2010 CONFERENCE ~ IT'S JUST AROUND THE CORNER

The theme for CCCAOE's Spring 2010 Conference is "Inventing New Systems & New Partnerships." By attending the conference you are not only going to learn how others have invented new successful systems and partnerships, but you will also learn how they have increased productivity, reduced cost, and had fun during the process!
 
Attending the conference provides you with opportunities to discuss your ideas, challenges, and strategies with others in similar situations. By doing so, you will gain new energy, resources and support to move forward with both your most exciting and most troublesome (we all have a few of these) projects.
 
Keynote speakers for the conference include Dr. Don Shalvey, Deputy Director for the Bill and Melinda Gates Foundation's US Programs Education Initiative. Prior to joining the foundation, Don was the founder and CEO of Aspire Public Schools and has spent the past 40 years in public education where he is widely recognized as a leader in public school reform and the charter school movement. Dr. Shalvey has successfully demonstrated how to major positive changes in the education system.
 
You will be challenged to start inventing new systems and partnerships, by Dr. Frances L. White, Marin Community College District; Jonathon Lightman, Faculty Association; and Dr. Barry Russell, Chancellor's Office. Each will present at the conference and each has firsthand experience being a leader of positive changes and the development and implementation of new systems and partnerships.

Empty or Full: It's Our Choice

Never satisfied with conventional wisdom, Bill Cosby posed a clever response to the age-old question, "is the glass half-full or half-empty?" He noted, "it depends on whether you're pouring or drinking."
 
For the millions of Americans besieged by the economic collapse, it may seem like they're pouring much more than their favorite beverage. They're pouring through their retirement, their savings and their future hopes and dreams simply to survive. We're told it will take a few more years before the recovery moves from Wall Street to Main Street. No one really has that kind of time or patience.
 
Organizations can react to today's challenges in one of two ways. They can deny the calamitous events taking place around them or they can strategically position themselves for the new reality. Those who choose the latter will emerge smarter and stronger while those embracing the former will likely be marginalized or simply disappear.  
 
Professionals in Career Technical Education (CTE) and Economic and Workforce Development (EWD) at community colleges are fortunate to have CCCAOE fighting for them, a strong and gutsy organization. In an era when all too many groups are lamenting for conditions of a yesteryear which may never return, the CCCAOE is assessing the needs of today with an eye toward tomorrow.

Two Announcements from the Career Ladders Project for California Community Colleges

The Career Ladders Project (CLP) is currently working with over 40 community colleges to develop and strengthen career pathways leading to high demand, high skill careers. CLP's work focuses on academic and career technical education integration that improves and accelerates student progress. Core strategies include:  contextualized teaching and learning, cohort-based learning communities, intensive student supports through partnerships and public benefits, and strong connections with employers.  
 
Videos featuring Student Perspectives. The Research and Planning Group (RP Group) and the Career Ladders Project are pleased to announce three new videos that document students' perspectives on career and technical education (CTE) programs that contextualize basic skills. Californian to Lead NCWE

Phyllis McGuire of City College of San Francisco has been elected President-elect of the National Council on Workforce Education (NCWE). She will take office as President of the organization on July 1,2010. 

 
As the Associate Vice Chancellor for Workforce and Economic Development for CCSF, she has been active in Bay Area, state and national issues for several years. She has served as the chair of the Bay Area Community College Consortium and served on the California Perkins Plan task force.
 
As NCWE Vice President for Programs, she chaired the national convention from 2006-2009. NCWE is an affiliate council of the American Association of Community Colleges.

Revised Bylaws and Now Policies & Procedures

What have we done?  In our fall newsletter and then again at the conference in Long Beach, we informed you of our intent to update the CCCAOE Bylaws and create policies and procedures for the organization. At the conference, we provided you with a copy of the proposed Bylaws revision, posted the document on the website, and requested your feedback.  

 
What has changed?  The revised By-laws provide a more foundational and less prescriptive structure. After sharing the proposed revisions to the Bylaws with you in the fall, CCCAOE developed an inclusive process of creating a Policies and Procedures Manual for the Association. The Policies and Procedures Manual contains details from the existing Bylaws, and additional operational detail to guide the Board in carrying out the business of the organization. We agreed to submit the draft Policies and Procedures Manual with the Bylaws so that you could see the full complement of information.
 
What comes next?  All CCCAOE members are encouraged to review the documents and provide feedback to your regional vice president. Draft documents are available on the website at www.cccaoe.org and will be available for review at the spring conference in San Francisco. The Board will entertain a motion to change the Bylaws during our bi-annual meeting.  
 
How do we amend the Bylaws?  The current Association Bylaws require: (see Article X, Section 1, Amendments)
 
  • Initiated by a written motion at a general meeting, presented to the Secretary in writing
  • Action on the motion will be by ballot mailed within 15 days after the general meeting
  • Return ballots postmarked no later than 30 days from date of mailing of ballot
  • Effective date of action upon tabulation of the ballots
