The agenda is designed for delegations of 2-3 key leaders from each of the 51 CTE Community Collaboratives. The delegations should represent the K-12/ROCP and Community College partners. There’s no cost to attend this forum; registration is required.

California CTE State Plan Approved
The US Department of Education (USDOE) Office of Vocational and Adult Education (OVAE) announced approved the California State Plan for Career Technical Education (CTE) submitted on
April 1, 2008
and approved the State’s proposed secondary and postsecondary accountability performance standards.

A Message from the President: Déjà vu?
As the state holds its collective breath waiting for yet another resolution to our state budget crisis, it occurs to me that this funding cycle is getting shorter and shorter. It was just five years ago that budget cuts undermined our ability to be responsive to our students, regions and our economic and workforce development partners. While we don’t anticipate the drastic cuts seen in previous years, the funding uncertainty does affect our Districts and campuses adversely. As a result of our efforts this past year, CCCAOE has a voice. Through our new legislative advocate, we are part of the dialogue in Sacramento. Our legislative analysts are now understanding the vital role Career and Technical Education (CTE) and Economic and Workforce Development (EWD) play in keeping our communities, regions and state strong and competitive.
Our goals for 2008-2009 include improving information interchange within the field; continuing to enhance collaboration and communication between the Chancellor’s Office, CTE and EWD; and reinvigorating planning efforts to sustain our momentum.
We will continue to support CTE Professional Development opportunities through our conferences. Topics include: best practices, legislative issues, tips and resources for new CTE administrators, advocacy, experiential learning opportunities, networking and leveraging resources.
Your CCCAOE Board Members are dedicated to working with the Chancellor’s Office, CDE, legislators and other stakeholders to advocate for an effective delivery system and to ensure adequate funding for CTE and EWD programs. Your Board has also adopted a “green” philosophy and you will no longer be receiving a hardcopy newsletter. Instead, the Board has determined to use this e-newsletter format four times per year.

A CALIFORNIA UPDATE
The California EDGE Campaign is a non-partisan coalition of community colleges, business, labor, workforce investment boards, and community organizations established in 2006. EDGE’s advocacy focuses on the critical importance of workforce development to California’s future and the need for an ambitious state strategy to address employers’ skills needs and provide opportunity for all California residents.

Welcome to a new fall term! We are excited about all of the new students and their hopes and dreams. As a result, we as faculty and administrators have high expectations of our students as well. Legislative Advocacy

We are moving forward with our legislative advocacy efforts. During the final quarter of this past academic year, we hired our legislative liaisons, Jonathan Lightman and Andrea York of the Faculty Association of California Community Colleges (FACCC) for the express purpose of participating in the budget advocacy efforts. Jonathan and Andrea represented CCCAOE on behalf of Career and Technical Education (CTE) at budget hearings; included CCCAOE in the weekly Consultation Council budget conference committee; provided for the placement of a CCCAOE witness at an Assembly budget hearing; conferred on a weekly basis with the CCCAOE president; and scheduled nine visits in Sacramento with legislators, legislatives aides, and the legislative analyst’s office.
In June, the CCCAOE Board created a Legislative Advocacy Ad Hoc Committee, to be chaired by the immediate past president. The committee, composed of Hazel Hill, Kim Schenk, John Means, Andrea York, Jonathan Lightman, and myself, met in August for the purpose click here to read more...

Riding Out the Storm:
CTE in the Budget Delay

Nearly a year ago, we had a sense that piecing together the 2008-09 budget would be a challenge. The housing bubble burst, construction stopped, and unemployment increased. Naturally, the demand for public services shot through the roof.
California, like most state governments, simply can’t handle this level of hardship. Long ago, we lost the political will to raise revenues in pro-cyclical times, and cut them in counter-cyclical ones. Instead, we cut taxes when the economy booms, and reduce services when it tanks. It’s no way to run a government, much less a society.
In the midst of the budget delay, community colleges are experiencing . . .
